The Darkness Within
In this world, critters that have very sub-par ability stats never make it to adulthood… Those that have sub-par stats become grunt labourers and unskilled workers. Those that have average stats gain a skill with a hammer or a saw and become a craftsman. Above average people excel at their crafts and trades and become town council members and elders of their communities.
Only those that are very above average are able to the dream of something grander. Thus: To be a hero, one must show above average ability.
With that in mind, players will have these as base ability scores: 18, 16, 16, 14, 14, 12.
All points can be mobile, and can be put in any stat in any order. Even the numbers themselves can be changed by subtracting from one and adding to another. (Of course, there is still a hard limit of 18 being the max before racial bonuses.)
Basically, players have 90 ability points to distribute in any way they see best fit, with no one base score exceeding 18.
Any racial modifiers are to be added AFTER you adjust the ability scores as described above.
Of course, what’s good for the goose is also good for the DM and his named NPCs…
